DGFT hosts conference on India’s strategic trade controls

The Directorate General of Foreign Trade, in collaboration with the Ministry of External Affairs and other Government Agencies, is set to organize the National Conference on Strategic Trade Controls (NCSTC). It is scheduled for January 30, 2024, at Vigyan Bhawan, New Delhi.

The conference aims to shed light on India’s Strategic Trade Control system, particularly Special Chemicals, Organisms, Materials, Equipment, and Technologies (SCOMET) and Export Controls. These measures ensure compliance with the export of dual-use goods, encompassing both industrial and military applications, software, and technologies.

The conference invites registrations from interested industries and stakeholders through the DGFT website and other relevant platforms. Distinguished international speakers, including the Chair of the 1540 Committee of the United Nations Security Council (UNSC) and the Chair of the Missile Technology Control Regime (MTCR), alongside senior government officials, will address industry representatives. It is anticipated that over 500 industry professionals will attend the conference.

The event is expected to draw participants from various departments and organizations within the Government of India, integral to the country’s Strategic Trade Control System, and representatives from the industry. The focus will be on reaching out to sectors regulated under India’s SCOMET list, such as special materials, high-tech equipment, chemicals, biotechnology, defense, aerospace (including Drones/UAVs), electronics, semiconductors, telecommunications, information security, etc., along with related software and technology.

Prominent industry leaders will share their experiences related to the export of dual-use goods and technologies during the conference. Thematic sessions throughout the day will delve into various aspects of India’s Strategic Trade Control system, encompassing the legal and regulatory framework, efforts to streamline the SCOMET policy and licensing processes, enforcement mechanisms, and supply chain compliance programs.

Aligned with India’s Strategic Trade Control system, and in adherence to international conventions, mechanisms, and regimes, the country regulates the export of dual-use items, nuclear-related items, and military items, including software and technology under the SCOMET list, as notified by DGFT under the Foreign Trade Policy.
