Union Home Minister Amit Shah will chair the 10th Apex-Level Meeting of the Narco-Coordination Centre (NCORD) on June 26 at Vigyan Bhawan in New Delhi, in a major push to strengthen India’s fight against drug trafficking and substance abuse.
The high-level meeting, organized by the Narcotics Control Bureau, will bring together representatives from 44 Central Ministries and Departments and 108 participants from State Governments and drug law enforcement agencies in a hybrid format.
Vision Document on Narcotics Control to Be Released
A key highlight of the event will be the release of the “Vision Document on Narcotics Control (2026–2029)” by Amit Shah.
Prepared through extensive consultations with central ministries, law enforcement agencies and other stakeholders, the document will provide a comprehensive roadmap to tackle the drug menace through a coordinated approach focused on demand reduction, supply reduction and harm reduction.
The vision document outlines strategies to address emerging challenges such as synthetic drugs, darknet-enabled trafficking and youth drug abuse. It also proposes measures to expand treatment and rehabilitation facilities, strengthen public awareness campaigns, enhance institutional capacity and improve inter-agency coordination.
The Ministry of Home Affairs (MHA) said the roadmap clearly defines responsibilities, timelines and measurable targets for all stakeholders and will serve as a guiding framework for policy implementation and institutional strengthening over the next three years.
NCB Annual Report and New Zonal Offices
During the meeting, the Home Minister will also release the NCB Annual Report 2025, providing an overview of the agency’s activities and achievements in combating narcotics-related crimes.
In another significant development, HM Shah will inaugurate newly constructed NCB zonal offices in Jammu and Guwahati, aimed at strengthening enforcement capabilities in strategically important regions.
Nationwide Drug Disposal Campaign
The Home Minister will launch an Online Drug Disposal Fortnight Campaign, a nationwide initiative aimed at destroying large quantities of seized narcotics.
The MHA said approximately 2,09,500 kilograms of drugs worth approximately ₹6,000 crore are expected to be destroyed during the campaign by various central and state law enforcement agencies in accordance with legal procedures.
The drive is being viewed as a major step in preventing seized narcotics from re-entering illegal supply chains while demonstrating the government’s commitment to stringent enforcement.
Focus on Whole-of-Government Approach
The NCORD meeting will serve as a platform for assessing the collective efforts of ministries, state governments and enforcement agencies in tackling drug trafficking and drug abuse across the country.
Participants are expected to deliberate on strengthening intelligence-sharing mechanisms, improving coordination among agencies and developing strategies to address evolving narcotics challenges over the next three years.
The MHA said the discussions would emphasize a “whole-of-government” approach to narcotics control, integrating enforcement, prevention, rehabilitation and awareness initiatives into a unified national strategy.
The meeting is expected to reinforce the Government’s ‘Zero Tolerance Policy’ against drug trafficking in the country as emphasized by Prime Minister Narendra Modi.
