The Election Commission of India (ECI) has commenced the Enumeration Phase of the Special Intensive Revision (SIR) of electoral rolls in Odisha, Mizoram, Sikkim and Manipur, aimed at ensuring that all eligible citizens are included in the voters’ list while ineligible names are removed.
The Commission had ordered the Special Intensive Revision in 16 States and three Union Territories on May 14, 2026, under its constitutional mandate and provisions of the Representation of the People Act, 1950.
According to the ECI, the enumeration process began on May 30 in the four states. Eligible electors whose Enumeration Forms are received by the Electoral Registration Officer (ERO) on or before June 28, will be included in the Draft Electoral Rolls.
The Commission said the primary objective of the exercise is to ensure that every Indian citizen aged 18 years or above, and not otherwise disqualified under law, is able to register as a voter.
As part of the exercise, Booth Level Officers (BLOs) are conducting house-to-house visits to distribute, collect and verify Enumeration Forms from existing electors. Voters may also submit the forms online. To maximize coverage, BLOs will visit every household during the enumeration period.
The ECI has also directed BLOs to carry at least 30 blank Form 6 applications along with Declaration Forms during their visits to facilitate registration of new eligible voters.
To encourage wider participation, the Commission has allowed Booth Level Agents (BLAs) of recognised political parties to collect up to 50 forms per day from the public and submit them to BLOs before publication of the draft electoral rolls. National and State recognised political parties have also been permitted to appoint additional BLAs to support the revision process.
Among the four states, Odisha has the highest number of electors at over 3.34 crore, supported by 38,123 BLOs and 8,391 BLAs. Mizoram has 8.75 lakh electors, while Sikkim has 4.71 lakh electors. Manipur has over 20.92 lakh registered electors participating in the revision exercise.
